I am to request that you will draw the attention of the Secretary of State to the fact that this reduction of the Salary of the Colonial Surgeon at Hong Kong from £800, as sanctioned in January 1858 to £500 has never been communicated to this Department; and their Lordships would wish to be informed of the reasons which led to such reduction before finally deciding on the arrangement now proposed.
Their Lordships desire me to observe further that, by the rules of the Department, persons having the advantage of private practice are precluded from receiving Pension.
